User cannot see email attached to case only admin can see it.

Using:  7.2 Pro On-Demand

When an email comes in to create a case a standard user does not see the email in the email subpanel of the case, only the admin can see it unless the user manually attaches the email to the case.  Is there something I am missing in permissions somewhere, or is this a bug?
