Installation goes to "SilentInstall"

I am trying to install SugarCRM CE 6.5.17.  When I go to <http://mydomain/install.php>, the installer is going to the SilentInstall.  I would prefer to not do that, and use the step-by-step wizard instead?

I did not do anything special.  I just downloaded the zip file, moved the files to my web root, then went to <http://mydomain/install.php>.  At first it complned about no "config_si.php", then when I created a blank one, I got a page asking to input admin user name and passwords.  There was also an error on the page about the hostname could not be blank (I have subsequently found that the "config_si.php" file holds all the information required for a silent install, and the "hostname error" was referring to no hostname for the database server)

Anyway, why is it going to the SilentInstall, and how to I make it go through the step-by-step wizard?
