I cannot send an email through sugarcrm

I changed the email settings by going to admin-->email settings and then writing the required information. Enable SMTP over TLS over port 587. Now why I try the test email, I get a box saying wait, and then the box closes and nothing happens. I already asked the same question before but noone gave me an answer. I've been struggling with this problem for a week now. 

I was wondering, does it have to do with anything related to my server. I am using XAAMP server. Do you think I should edit some php files in XAAMP or do certain configurations? Or this does not make sense?
