Permission Denied

I recently built a new install of Sugar 6.5 on Centos. I followed the guidelines but I receive an error stating you do not have access to / on this server. I chmod'd the files and folders but it didn't change anything. I eventually got around it by having the folder called something different than sugarcrm. I am now trying to install another instance of Sugar on the same server and I am having the same issue. No matter what way I assign privileges to the folder it is forbidden. If I create a simple html doc in the folder I can access it.
Any ideas?
