Cannot save home page dashlet changes for any user other than admin

When logged on as any user other than admin and I try to save home page dashlet changes, nothing happens.

I debugged through and found that the onclick= javascript for the "Save" button has a syntax error.  The relevant element looks like this

<a style="cursor: default;" 
   onclick="publishHomePageSaveTab(, false);"
   onmouseover="this.style.cursor='pointer'"
   onmouseout="this.style.cursor='default'">Save</a>  

Notice the missing first argument in the call to publishHomePageSaveTab.

This is supposed to be the unique user id.  For the my non-admin users this is something like

  6cb8774c-9c31-e3ae-614f-536d3d9ced2c

When I try to do the same thing as admin, the page element looks like this

    onclick="publishHomePageSaveTab(1, false);"
    onmouseover="this.style.cursor='pointer'"
    onmouseout="this.style.cursor='default'">Save</a>   

Notice that the first argument to publishHomePageSaveTab has been supplied.

It's filled with 1, which is the unique id of my admin user.

I'm running CE 6.5.16 (Build 1082)

I'd really like to be able to provide customizable home pages to my users.
