Changes in Dropdown Editor are not saving

Asking on behalf of a client, I am not that familiar with Sugar CRM.

Version 6.2.4 running on Windows Server, not sure of PHP version but can find out if required.

The issue is as the title says:

Follow Admin link (top right) and go to the Dropdown Editor.
choosing any dropdown (i.e. case_type_dom) and try to add new entry.
Add the Item name and Display name in text boxes and click the Add button.
The new item shows up in list.
Click the save button and then go back into the list on page refresh and the new item has not been saved.

This happened previously but it turned out that one of the files had got corrupted when doing a server move, restoring from backup sorted it. This time there is no obvious reason.

The strange thing is that the custom file (custom\include\language\en_us.lang.php) cannot be edited in place due to apparently having no write permissions. I can rename/delete the file and I can create new files or upload a new file to the folder fine. I downloaded the file and edited it on my local machine and then uploaded back to the server and it worked fine as the new items show up.
