How can I set the default parent on activities?

When creating a Call or Meeting from the Activities subpanel on a Contact the parent defaults to the Account, not the Contact.

I know this is not default behavior but I can't find what I, or others before me, may have done to make this happen. 
This is not the case when creating a Call or Meeting from an Opportunity or Lead so it's something we did on Contacts specifically.

Any thoughts on where to look/what we may have done?
