Bug with date conversion while retrieving account record using rest v10

Hi,
Working on SugarCRM Professional, Version 7.1.0 (Build 1040).
While i do retrieve account record using Rest API v10 by 
http://localhost/sugacrm/rest/v10/Accounts/filter?max_num=5&order_by=date_modified%3AA...    
It returns account record, but there seems problem with date_modified value, it returns "2014-04-01T12:29:00+05:30".
When i check the record in database, it has value, "2014-04-01 06:59:10".

Now when i convert it to gmdate using 
gmdate("Y-m-d H:i:s", strtotime("2014-04-01T12:29:00+05:30"));,
it returns, "2014-04-01 06:59:00".

So the "seconds" part of the date is lost.

Tried with different records, but same problem with seconds.

Is this a bug?
