Custom utils in SugarCRM 7.1.5 not loading

It looks like you can't define a custom util in SugarCRM 7 anymore. This then makes it impossible to define a function for an enum type to load from along with other uses for custom utils.

In the old include/utils.php it included this code to include the custom utils:

//check to see if custom utils exists
if(file_exists('custom/include/custom_utils.php')){
    include_once('custom/include/custom_utils.php');
}

//check to see if custom utils exists in Extension framework
if(file_exists('custom/application/Ext/Utils/custom_utils.ext.php')) {
    include_once('custom/application/Ext/Utils/custom_utils.ext.php');
}
 
  In the new include/utils.php both are missing. Is there a new way to define global custom utils?

NOTE: Simply adding that to the utils.php does not work which is probably why it was removed.

What is the recommended way to load an enum from a function now?
