Reasons for a user to not have access to a module?

We ran into a strange issue with a user's API, where if he tried to access his Meetings, it raises an 'Access Denied' error. So he is not able to read/write to the Meetings module via the API. But he was able to create meetings directly in the SugarCRM UI.

Also, this particular user was an administrator. AFAIK, roles don't affect admins?

Other than being assigned to a Role with restricted access, are there any other reasons a user might not have access to a specific module?
