How do I customize subpanel layout?

We are using SugarCE and right now under Accounts for example it will show Opportunities, Activities, History etc.  When I first installed I could click and drag these around to move the order.  I went to system settings and checked the box to not allow users to customize subpanel layout.  Now though they are locked even for myself as an administrator.  Is there some global setting where I can specify the actual order that I need or want here?  Or do I have to basically turn off the setting to not allow customization, and then log in as each user and change it and then lock it again? 

Also is there any way to do the same in search?  If we search, it will show accounts first, then other options, cases, notes, etc with opportunities last.  Is there any way to move up Opportunities on the search results so that they aren't the last thing shown with tons of 'Notes (0)' etc in between?
