team permissions: how can I enable additional permissions by default in the user profile?

I have team permissions set. I know I need to unlock the padlock to enable additional permissions. I can get it to work. Now I want to set the user profile default to have any new records set to enabled by default.

 

I read this note in the manual:

if the Administrator has enabled team-based permissions, you may optionally indicate whether the teams on each set should be automatically set to "selected" (Additional Permissions Enabled). * this is the padlock – it must be unlocked for team permissions to be enabled and work. 

 

It doesn't seem to work. The team says primary but doesn't say (selected) -- and the padlock remains locked.

 

Any ideas what I have set wrong?
