Add Distribution Method "none" for case queues

    Probably late for 7.5.0 but it would be great to have an option of distribution method "none" or "manual" for Email Queues that create Cases which would skip all the team member lookup and assignment when creating cases from Email.

    This would allow customers to have a human assign the unassigned cases in the queue without having to create empty teams (and avoid the related unnecessary queries) to achieve that.
